Dana Peumakmu Gampong
Fund of Peumakmu Gampong represent a financial aid in Nanggroe Aceh Darussalam to build and develop the countryside. This program contained in Governor's Regulation(Pergub) number 25 year 2009 explaining about BKPG(Financial Aid of Peumakmu Gampong) or which more knewable in title Allocation of Fund of Gampong(ADG). This financial aid program in fact nicely if it is realized better,countryside can do more self-supporting in developing its region either the physical development like levying infrastructure or from non physical development like certain activity developing skill of its society. But in the fact, this fund oppositely become the new problem, the allocation of this fund still containing a lot of weakness, so that this Pergub is better to be revised.
Some weakness that happened are : the late of fund liquefaction and unclarity of fund channeling and also how its management, whether arranged by certain institute or by local government of the countryside. Other weakness is this Pergub imitates other enableness program a lot which is not suitable for this program. Fund liquefaction which is choked up,the differences of technical guide format, and different executor guide in every regency also represent the issue of the realization of this program. A lot of Non-Government Organization(LSM) in Banda Aceh and Aceh Besar have conducted the investigation to this finance program and they can almost ensure that this program is threatened fail.
It is a must that this program has to immediately revised by local government so that this financial aid still running well and people do not assume that government is dishonest in assisting gampong. However, if government still be tardy in moving, LSM (Non Government Organization) also can work along with gampong for compiling a new draft of this fund program and its allocation. And the new draft can be submitted to government to be considerated.
What a pity if this program has to be ended because this ADG program represent a good breakthrough in developing gampong. But if the program does not handed well, it will be a big problem later.
