Implementation of e-Government in Indonesia

In this article, I will discuss about the implementation of e-Government in Indonesia in general and specifically in the Ministry of Finance (Depkeu).
e-Government refers to the use of information technology by government agencies for public interest.
For Indonesia, online government services for public interest is not a priority yet. The situation in Indonesia is highly uncertain and Indonesia has to focus to prioritize other issues. It also supported by the perception between government institutions on regarding e-government itself. There are also several state agencies that try to implement e-government based on their perception.
Some institutions even consider e-government is only just a normal internet page which only shows a little bit of information and still provide little benefits for society as a public service online.
Nevertheless, there are still some state agencies are aware of the benefits of e-government.
One example is Ministry of Finance of the Republic of Indonesia (Depkeu). Implementation of e-government in the environment is managed by the Institution of Information and Finance Technology (Bintek).
Depkeu do the system in an integrated service, either via the Internet or through computer networks. An example is the integrated services (Tempat Pelayanan Terpadu) in Dirjen Pajak (General directorate of taxation). At this TPT, many tables and counters can be eliminated, and of course a lot of time can be saved.
In addition to the computerized network system, Depkeu has also developed the portal : www.depkeu.go.id. Portal which receives Anugerah Telematika Kadin Indonesia 2002 'Telkom Golden Award for The Most Informative Government Agency is quite informative. Distribution form the information presented is complete and integrated than the sites of other state institutions.
Realizing that change the work culture would be a matter that is vital in implementation of e-Government, Depkeu makes a pilot project in the Ditjen Perbendaharaan Negara (General Directorate of State Treasury). In the process of transformation of work culture, Depkeu did employees reselection of Ditjen Perbendaharaan Negara, the selection was conducted to select the employees who have the mindset of IT-based work culture. Of the approximately 700 participants selected only one-third who meet predetermined qualifications. Employees who pass the selection process is then educated and trained to use IT-based work system and the results are beyond the estimates, increasing the effectiveness and efficiency.
Besides Depkeu, some local governments also tried to seriously work on e-government. One is the Berau Regency, East Kalimantan.
Because an adequate understanding of e-government (Pemda Berau inviting foreign IT consultants to build e-government), Berau local government can deliver e-government to the people of Berau. One form is what could be seen in berau.go.id, the official portal Pemda Berau.
This portal is based on the three services, the first service to the public (G2C), services to the institutional business (G2B) as well as service interinstitutions government (G2G). With G2C, residents can take care of Berau ID cards, driver's license, and many other demographic matters can be resolved online. Likewise, business affairs, for an investment license, the investor enough to permit online.
Despite the success stories of e-government has not been carried out by all state institutions. Still, the goverment has to start to continue to support Internet-based public services in Indonesia.
